The protection of children and families experiencing difficulties with a view to services’ cooperation: intervention strategies and evalua-tion of the process: The experience of the Aulss 17 – Este

abstract

Background. The Veneto Region has acknowledged the indications of the national plans on support of children's rights and child protection, promoting actions of both public and private sectors in order to better qualify the service network for children in difficult situations. This follows a politic of deinstitutionalization that encourages the return of children in their own families.

As a consequence of that, the local Councils have started to plan services and projects using a strategy of co planning together with the other institutional and private bodies to optimise the existent resources and to build up a system of integrated services centred on the individual and its needs.

In this context two projects in particular can be described: "C'è posto per voi" (There is a place for you) and "Il sostegno che basta" (The support that you just need) The health and social care services at the Azienda Ulss 17 of Este, with the support of the Veneto Region, have planned and realised them as innovative ways of working with children and their families in complex situations.

Purpose. The goal is to promote contexts that can facilitate the human and social development of families and spaces where families feel supported in their every day lives. Particular importance is given to the relationship between mother and child as an expression of a way of living and a paradigm of resources, personal and external, that are available and/or can be activated.

The aim will be to privilege the integrative intervention to the equivalent one, within an horizontal methodology in which the family is the subject of the planning of their own project together with the public and private bodies. For this reason, a cooperation with the University of Padua was started. Through this, it is intended to develop an evaluation tool to measure the effectiveness of the project activated in the area of the deinstitutionalization. This assessment is going to be finalized to the study of some useful process' elements such as:

  • critical aspects correlated with families and multiproblematic children in charge to the services,
  • the configuration of the reality of the subjects that interact prefigures a "career" of a "multiproblematic family".

Method. To perform what it is described above, the Madit - method for the computerized analysis of textual data - (Turchi and others, 2002) will be used. The results of the survey will highlight future developments of intervention towards multiproblematic children and families, integrating the medical-diagnostic approach with a social-relational approach as a method of assessment.
