New transitions to employment – a biographical approach to forms of cooperation between rearing support services and employment promotion agents

abstract

This paper focuses on the results of the evaluation of the EQUAL development partnership PAKT - Partnerschaftliche Arbeits- und Kompetenzförderung im Tandem (Employment and Competence Promotion Based on a Tandem Partnership). PAKT aims to link up the services offered by employment promotion agents with those of child and youth support services in three East German federal states. In this way regional structures of transition to employment are co-designed for young people who display particular biographical and social disadvantages (and who are thus, for instance, brought up in residential care). Regarding these young people we can identify structures of double disadvantage: their integration into the labour market is impaired not only by their biographical difficulties, but also by discrimination in the labour market. This contribution seeks to outline possibilities to explore new fields of occupation and to look out for their biographical significance for these youth (as ascertained in narrative interviews).

The paper will pursue the following questions:

  • Which forms of cooperation between child and youth support services and employment promotion agents prove to be efficient?
  • To what extent is it successful to explore together with the youth new fields of occupation within the scope of a regional network?
  • What is the biographical significance of these projects for the disadvantaged young people?
